How to keep rubber boots on shocks in place. When you hit a bump they either stick down from the top or they come up from the bottom and stay up.

On my mountain bike I have front suspension with rubbery concertina covering. There are no adjuster knobs at the top of the forks. Can I adjust the suspension? At the moment I am being bounced about but that might be my tyre pressure - something else I need to learn how to check!
